Changed your mind about an online purchase? What to check before canceling and requesting a refund

The parcel arrived, but the product is unsuitable? Before contacting the shop, distinguish a change of mind from a fault and check when the cancellation period starts.

You ordered a product online, opened the parcel and realized it was unsuitable. The first step is to establish exactly what you want to cancel: a purchase you regret, a product that arrived defective or an order not supplied as promised. That distinction may determine whether a cancellation fee can be charged, who must arrange the return and what to include when contacting the shop.

For future purchases, especially when handling several orders at once, keep the order confirmation, delivery date and correspondence with the business in one place. You can then make contact with an organized account instead of trying to reconstruct over the phone what was promised and when. This is general information about product purchases through distance-selling transactions subject to Israeli law, not a substitute for legal advice on a particular case.

The cancellation period does not always start on the order date

According to information compiled by Kol Zchut, a purchase made through a distance-selling transaction can generally be canceled within 14 days of receiving the product or the document containing the transaction details, whichever is later. Check this before assuming the return window has closed. The payment date alone is not necessarily the relevant starting point.

Open three items: the order confirmation, the delivery notification and the document received from the business. Note the date beside each. If you received several parcels or part of the order has not arrived, explain that when making contact and do not assume every item is in the same position. A clear request helps the business understand which product and stage of delivery are involved.

The rules are not the same for every product and service. Exceptions include products made specifically to a customer's requirements, perishable goods and digital information. Holiday bookings and services also have conditions that need separate checking. Someone who bought a shirt and someone who ordered a custom-made wardrobe should not settle for the same general answer about returns.

Before arguing over the terms and conditions, consult the official information on canceling purchases online and in shops. Select the correct transaction type there. A policy written for an in-store purchase does not necessarily explain the rights of someone who ordered online.

A change of mind and a defective product are different situations

There is a difference between a sound product whose color you dislike and one that does not match the order. According to Kol Zchut's summary, cancellation fees may apply to a change-of-mind cancellation, and returning the product to the business is generally the consumer's responsibility. The rules differ for cancellation because of a defect, mismatch or breach of the transaction terms, and cancellation fees must not be charged on those grounds.

When contacting the business, describe the facts before labeling the problem. Rather than simply writing that the product is disappointing, explain what was ordered and what arrived. If you ordered one model and received packaging marked with another, attach photographs of both. If a part is missing, specify which one. There is no need to speculate about the cause of the mistake or attribute an intention to the business that cannot be proved.

Even after a constructive phone call, send a short written summary. Include the order number, the reason for cancellation and the agreed next steps. It need not be a legal letter. The purpose is to ensure both sides are addressing the same request and that no confusion remains between a request for repair, a request for replacement and notice of cancellation.

How to check cancellation fees and the refund

The Consumer Protection Authority's publications set out the rule that, where a cancellation fee is permitted, the ceiling is 5% of the transaction price or 100 shekels, whichever is lower. These are alternatives, not two charges to add together. For illustration only, 5% of a 600-shekel transaction is 30 shekels. For a 3,000-shekel transaction, the lower ceiling is 100 shekels.

The calculation alone does not answer whether a charge is permitted. First check the grounds for cancellation and whether the rule applies to the transaction, then the amount. If the business shows another deduction, ask for a breakdown: what is the item, how was the amount calculated and which provision supports it? An answer separating the components is more useful than a single net-refund figure.

According to Kol Zchut, a refund in a distance-selling transaction must be made within 14 days of receipt of the cancellation notice. Request confirmation that the charge was canceled or the credit issued, then check it against the payment method used for the purchase. If the business's notification differs from what appears on your transaction statement, attach both documents when asking for clarification.

Buying from an overseas website requires a separate check

A Hebrew-language website, prices in shekels or advertising aimed at Israelis are not enough to assume that returns work as they would at a local shop. Before ordering from an overseas supplier, look for the seller's identity, address, returns policy and the destination to which you would have to send a product. Do not assume Israeli cancellation rights automatically apply to every international transaction.

The practical checks are straightforward: what will return postage cost, is an authorization number required, is a return address available and what must accompany the parcel? If these details are unclear, ask before paying. An attractive purchase price may become less appealing if returning the item involves a cumbersome process that does not suit you.

Also distinguish the website operator from the actual seller. On a marketplace, read the seller's details and the platform's protection terms. Save a screenshot of the product page when ordering, particularly the specifications and commitments you relied on. This is a practical way to document the transaction without relying on memory or wording that may change.

If the business refuses, make the next request more precise

A refusal does not immediately call for a long document. Start with a focused request containing four details: when the purchase was made, when the product arrived, when cancellation notice was sent and what you now want. Attach only relevant documents. Dozens of photographs unrelated to the dispute can make it harder to understand rather than help.

If the business says the purchase cannot be canceled, ask it to state its reasoning and the type of exception it relies on. If the dispute concerns a defect, present the relevant evidence. If it concerns timing, present the delivery confirmation. This helps establish whether the disagreement concerns facts, a contractual term or interpretation of a right.

You can complain to the Consumer Protection and Fair Trade Authority. However, approaching an enforcement body does not guarantee reimbursement or replace an individual examination of the consumer's options. If another step is needed, an organized file containing the order, delivery, cancellation and business's response provides a good foundation. Before your next purchase, the same habit of saving documents can spare much of this work.
